Chlorinated water is major cause of fish loss in the hobby. Tap water from a Town Supply will always be chlorinated. Chlorine is a very powerful oxidising agent, it oxidises - destroys all organic matter it comes into contact with, which includes any microorganism in the water and all the cells of fish.
The Gill Filaments of fish are made of cells that are extremely sensitive and delicate. Upon contact with chlorine, the gill filaments are totally destroyed, leading to a drop in oxygen uptake, the fish will suffocate's to death.
When doing water changes, especially large ones, using anti-chlorine is a must. Even if chlorine exposure is detected immediately and the fish removed, to safe water, with the gills destroyed the fish die.
